Second Peace Game Simulation in Somalia: A Milestone for National Reconciliation Measurement

This week, the Principles for Peace Foundation (P4P) and the Somali Ministry of Interior, Federal Affairs and Reconciliation (MOIFAR) held the second Peace Game simulation in Mogadishu, marking an important step in strengthening the institutional capacity to implement Somalia’s National Reconciliation Framework (NRF).

The session was opened by the Director General of MOIFAR and brought together Federal Member State representatives who travelled from across Somalia, as well as civil society actors — reflecting the inclusive, multi-stakeholder approach that is central to Somalia’s reconciliation efforts.

Building on the first simulation held in December 2025, this second edition focused on consolidating the Key Performance Indicators (KPIs) developed by MOIFAR to monitor reconciliation and social cohesion across Federal Member States. Participants worked in a scenario-based environment to test and refine these indicators, strengthen data collection and coordination practices, and generate actionable recommendations for the next phase of the NRF.

A notable feature of the simulation was the use of AI tools developed by P4P, which supported real-time engagement with MOIFAR’s documents and KPIs and helped participants compare monitoring frameworks against national indicators. This represents a concrete contribution to the digitalisation and technical modernisation of Somali institutions.
