Somalia Establishes National Insider Peacebuilders and Nabadoons Network
Somalia’s Ministry of Interior, Federal Affairs and Reconciliation (MOIFAR) has taken a significant step forward in institutionalizing locally led peacebuilding, convening a two-day National Consultation on the Establishment and Operationalization of the National Insider Peacebuilders and Nabadoons Network (NIPN).
The consultation brought together government institutions, civil society organizations, traditional leaders (Nabadoons), mediators, and community peace actors to discuss how to strengthen collaboration among the key actors involved in conflict prevention and resolution across Somalia. Sessions explored the respective roles each of these actors can play in supporting sustainable peace and social cohesion, while identifying practical approaches to reinforcing locally led peacebuilding mechanisms.
Director General of MOIFAR, Abdulkadir Ali, who opened and closed the consultations, described the establishment of the network as an important step toward institutionalizing a coordinated platform for peacebuilders, mediators, Nabadoons, and traditional leaders working to prevent conflict and strengthen social cohesion. He emphasized the Ministry’s commitment to placing communities at the center of reconciliation, and to transforming dialogue into concrete action.
Building on the National Reconciliation Framework
The NIPN builds on the momentum of Somalia’s National Reconciliation Framework (NRF), launched by MOIFAR in April 2024 and the first national policy in the world to explicitly anchor the Principles for Peace.
Since 2023, the Principles for Peace Foundation (P4P) has accompanied the Somali government as a technical partner in implementing the NRF, a collaboration formalized through a March 2025 Partnership Agreement. This has included a seat on the NRF’s Technical Advisory Board, two PeaceGame simulations in Mogadishu with Federal Member State and civil society representatives, and support, financed by the Canton of Geneva, to harmonize national reconciliation indicators.
By formally linking insider peacebuilders and Nabadoons with government structures, the NIPN reinforces this same inclusive, community-driven approach to reconciliation.
