Somali Technical Advisory Board Meeting and Establishment of National Cohesion Core Team

Over the last week of July 2025, the P4P team concluded a successful mission to Mogadishu, where we participated in the Technical Advisory Board (TAB) meeting for the National Reconciliation Framework (NRF), at the invitation of the Federal Government of Somalia.

This visit marks an important step in our growing partnership with the Ministry of Interior, Federal Affairs and Reconciliation (MOIFAR), focused on co-designing a national, participatory measurement framework for reconciliation. The initiative is built on an accompaniment model that places Somali leadership at the center, ensuring that reconciliation efforts are nationally led and locally grounded.

During the TAB meeting, MOIFAR introduced the National Cohesion Core Team, bringing together representatives from Somalia’s Federal Member States, MOIFAR, the Office of the Prime Minister and partners form the international community to support the rollout of the NRF. MOIFAR also presented its vision for an Outcome Harvesting process to guide reconciliation monitoring, and we were honored to contribute by sharing how the Principles for Peace can reinforce this work.

From demonstrating the Peace Navigator and its AI-powered tools to exploring ways to harmonize reconciliation measurement approaches, every conversation reaffirmed the value of a shared, nationally owned process, rooted in local realities and aligned with international standards.

A Nationally Led Vision for Measuring Reconciliation

P4P engagement is part of a broader effort to design a measurement mechanism for Somalia’s National Reconciliation Framework. Until now, the absence of a formal mechanism to connect community-level insights with national planning has posed a challenge to reconciliation efforts. This new approach addresses that gap, creating space for ongoing learning, inclusive participation, and data-driven decision-making.

The initiative is anchored in the co-development of reconciliation indicators aligned with the Principles for Peace. By integrating local, meso-, and macro-level data, it offers a systematic way to assess progress, correct course when needed, and better align the work of civil society, donors, and government institutions.

Why This Matters

Somalia is uniquely positioned to become a global leader in reconciliation measurement. As the first country to embed the Principles for Peace into national policy through the NRF, it is setting a precedent for how reconciliation can be measured inclusively, accountably, and effectively.

This initiative not only strengthens internal planning and accountability,it also creates a
platform for Somalia to share its progress with international partners, amplifying its voice and
leadership in global peacebuilding dialogues.
