USF Coalition Welcomes Phase II of Trump Peace Plan and Gaza Technocratic Transitional Government

A new chapter for Gaza begins today. The Uniting for a Shared Future coalition, bringing together more than 550 Israeli and Palestinian leaders from politics, security, business, media, and civil society, welcomes today’s announcement by Special Envoy Witkoff of the opening of Phase II of the Trump Peace Plan and the appointment of a transitional technocratic Palestinian administration in Gaza, the National Committee for the Administration of Gaza (NCAG). The NCAG will be led by Dr. Ali Shaath, a well respected technocrat. We hope this administration is enabled to succeed and that it can become a building block of Palestinian governance. The Board of Peace will be represented by seasoned diplomat Nickolay Mladenov.
A stable Gaza is the first step towards recovery and a political settlement. We welcome this new progress in President Trump’s plan, laying the foundations for a political horizon to the Israeli- Palestinian conflict and stability for the wider region.
As the Peace Plan moves forward, thanks in no small part to the mediators, the Uniting for a Shared Future (USF) coalition stands ready to bring its capabilities, network and advisory capacity to help the transitional technocratic authorities succeed in stabilising Gaza.
We extend our offer of support to Special Envoy Steve Witkoff and his team, as well as Dr. Shaath, the NCAG, Mr. Mladenov and the Board of Peace as they take up their missions and begin the tough task of rebuilding and recovery after more than two years of conflict.
Recovery and reconstruction, restoring services and creating jobs and wealth, are only possible in tandem with security. USF members believe the transitional authorities must be enabled to achieve their mission of demilitarising Gaza, ending the influence and role of Hamas and other non-state armed groups and dismantling all military and offensive infrastructures.
We look forward to seeing the deployment of a temporary International Stabilisation Force and the training of Palestinian police forces by the ISF, with the ultimate goal to be the handover of security by these police forces upon the end of the ISF’s mandate.
This process must occur in parallel with the Palestinian Authority’s reform efforts, and the Gaza authority must soon be allowed to build institutional links with the PA to ensure a path remains to Palestinian self-determination and statehood.
The USF coalition calls on all parties, regional and international allies to support and contribute to the success of the peace plan, as laid out in UN Security Council resolution 2803.
We have elaborated a set of detailled proposals that set out how Gaza can move beyond ceasefire to a sustainable and long-term future as part of an independent, demilitarised Palestine alongside a secure Israel in a stable Middle East region. We are ready to work with the United States, as well as European and Middle Eastern partners, to help turn those proposals into reality, achieve strong public legitimacy, and reach national, regional, and international buy-in.
