P4P and the Somali Ministry of Interior Sign a Partnership to Accompany the National Reconciliation Framework

The Principles for Peace (P4P) Foundation and the Somali Ministry of Interior, Reconciliation, and Federal Affairs (MoIFAR) have signed a Partnership Agreement, marking a new phase in their collaboration to accompany the implementation of Somalia’s National Reconciliation Framework (NRF). This partnership reflects a shared commitment to ensuring reconciliation is locally led, participatory, and accountable.

Partnership to Accompany the National Reconciliation Framework

At a time when the peace ecosystem is navigating complex challenges, this partnership highlights Somali leadership in driving reconciliation, with P4P providing the tools, methodologies, and accompaniment to support these efforts. From AI-powered peace games to participatory measurement strategies and mechanisms for periodic reviews, the focus is on equipping national and local actors with the means to shape and sustain their own peace processes.The journey to this agreement has been shaped by sustained engagement and co-creation. The launch of the Principles for Peace in Mogadishu in February 2024 was a defining moment, reinforcing the need for reconciliation approaches tailored to Somalia’s realities. This commitment was further strengthened when the Somali government formally adopted the Principles, making Somalia the first country to embed them within national policy as a guiding framework.

In practice, over the last year, P4P has provided innovative approaches to translate policy into action and think strategically about adaptive ways to make reconciliation efforts more effective. This includes working in collaboration with international actors, federal institutions, member states, and local communities to develop practical solutions. For example, in the Nairobi peace game simulation, P4P supported government officials and community leaders in assessing reconciliation strategies within evolving conflict scenarios, helping to refine approaches that are responsive to real-world challenges.  The newly established Technical Advisory Board (TAB) and the commitment to co-design a measurement mechanism for the NRF further cement this commitment to tracking progress and refining reconciliation strategies in a way that remains accountable to the communities they serve.

As this partnership moves forward, the focus remains on reinforcing Somalia’s leadership in its own peace process. P4P’s role is to accompany and support national and local actors in building a reconciliation process that is resilient, inclusive, and internationally recognized. In a landscape where many peace efforts struggle to take root, this partnership offers an alternative—providing tangible examples of how locally driven reconciliation can navigate and adapt to shifting geopolitical realities.
